Yes, an object can have a varying velocity but a constant speed. Velocity is a vector composed of speed (magnitude) and direction. Consider an object moving in a circle with a constant speed. At every point the object is changing its direction of travel, and hence the velocity direction. In this case, the velocity is varying while its magnitude (i.e. speed) is kept constant.
