Observational Studies of Radio Recombination Lines
and the Galactic [He]/[H] Ratio

I will describe how radio recombination lines can be used to explore the properties of ionized gas and how such observations can be used to derive the abundance of helium relative to hydrogen in HII regions. The giant HII region/star forming complex M17 will be used as a case study.
